Its normal that there is no voltage there. SM_ACOK_RC is 3,3V so this circuit is working. Mosfet Q6910 is pulling the voltage to ground because of the 3,3V on the gate of the mosfet. Pretty sure ur problem is not here

Interesting never seen this before. You have no chime so I would check around U1950 and check around the bios. Measure pins of bios in diode mode. Spi rom resistors traces and bad bios are usually the cases for me in with these weird problems

Dont get confused mate but 1V at 8 ohm is 0.125W. Its actually voltage times amps not ohms. The resistance of the cpu goes less than 1ohm when active.
Before you replace U7400 you should check the voltages on pin 1,2,40,24 to make sure it is told to turn on...

Ive never checked the line Isolate CPU mem for any macbook repair Im pretty sure thats not so important right now.
I have the feeling you are looking for C while A and B are not even working yet.
And 7 ohm IS NOT A SHORT on a CPU rail thats normal. The cpu takes more than 20 amps at 1,8V do the math
And maybe it would help if you keep us posted about the things you do. Did you check bios area? Measure resistances to ground in diode mode and post values

Usually the SMC is fine if u can get into ads in my experience, are u measuring to ground or to GND_SMC_AVSS because I find those values weird. Is ur PPBUS 14,65V or 12.6V?
P.s you have a typo in the resistor names they dont match
