Well I got it working. I did not do much troubleshooting I went for resoldering c811, c812, and c842 and it worked so far. I will give it a couple days and see what happens.

I have a dynex dx-l40-10a and am having issues getting it to turn on. If it has been off for a while, when I hit the power button sometime the relay will not click for almost 20 seconds. After that it still does not turn on and will take usually 6-7 more tries to get it to stay on. Once the TV is on it works perfect.
I took the back off yesterday and here are my voltages. This was with the TV off, but plugged in. The c842 (big blue capacitor) was reading like 26 micro farads, but I did not take it off the board. I am guessing that one is not the problem though? Also that one says 2000V...
