I have a lot of work to do and this chromebook annoyed me a lot for a few days...
I did everything as you wrote and
it works like a Swiss watch 
thank you very much and this should be on top and sticky
very useful and the only solution for all other colleagues who have the same problem

i try your bios dump.... but nothing, just like my original...hrome OS is missing or damaged
then i try your tutorial.....as you wrote,
when “Chrome OS is missing or damaged” message appeared I pressed Tab key and found: read only firmware id: Google_Rammus. xxxxx.xxx.x.
my is Google_Meep.xxxxx.xxx.x

i try HP unlocker, RCUnlocker, i try to change value in hex editor devmode,enrollment..... nothing
every time developer mode is disabled on this device by system policy....
every time is locked
i cant recovery new chrome os...at the end thay have some error....
this is original locked bios... -

i try several times, no power,nothing
2nd laptop
bios file: [COLOR="blue"]11.0.0.1202_outimage[/COLOR] work,but it still has a password
you know...there are 2 laptops exactly the same ,2 bios files from you
I don't know what's going on, this is a low-budget Acer
