I've checked the U2 chip it all looks good to me. Only thing that I'm not sure of is PGOOD, should there be votlage on PGOOD? OR does that voltage only present if the computer is turned on.Re: HP Probook 6550b not turning on - Blinking light

Sorry if I'm a noob, but the coils are just the inductors yeah? The L1, L2, etc? [ATTACH]157413[/ATTACH] like in this picture?
I've measured every coil I can see, none of them have any voltage except the very first L1 coil (which is a very small one, right next to DC jack) that gets 19.2v, every other coil I have checked has zero voltage on both sides.Re: HP Probook 6550b not turning on - Blinking light

So from my limited understanding, I'm kind of stuck on where to go next with this one.
SMSC_KBC1098_VTQFP_128P - There is this chip which I believe plays a big part in getting the computer to turn on if the 3v/5v/19v lines are present, but I could be wrong. I was going to test this chip[ATTACH]157397[/ATTACH]
but the pin numbers are all over the sop, and I'm not too sure how to find what pin. Is it literally in order shown in the schematic? 103,104,5,74, etc? I thought pins always followed chronologically....

Won't turn on or post, no fan spin
When I plug in the DC jack, the power light comes on for half a sec then goes off.
If I try to turn on by DC power, the orange power light (lightning icon, not power button) blinks 8 times
If I try to turn on by battery power, the same light actually goes solid blue for 2-3 seconds, then flashes at least 8-10 times, then the light goes off, still doesn't turn on.
