Yeah, the driver was the problem. Windows reinstalled, and it now works in normal mode as well.

The fuse is present. It is the main fuse, that goes directly from the pin 1 of the connector on the motherboard, and is fed by the 19V from the power adapter.

OK, I have connected 19V to the BL_PWR, and it now works. It lights up when the power button is pressed, as it should.
Now, when laptop is in safe mode, the display works fine.
But when it boots up in normal mode, the display does not work good at all. You can barely see some shapes, it is unusable.
I think it is a graphics driver issue. It's not my laptop, so I don't know.
But if it works fine in the safe mode, then the display is fine.

It is not 0 Ohms. It is a few kilohms, around 0.5 Mohms and chnagning (some capacitance charging).
I will try feeding the 19V from the fuse to the BL_PWR, but the 19V is always present (as soon as the power adapter is pluged in)....Last edited by SMDFlea; 10-26-2022, 12:51 AM.

The problem is here somwhere:
There is a burtn ceramic cap, but there is still 19V on it (from the power adapter).

BL_Enable is 3.3V (pin 22 on the LCD-side connector)
BL_PWR is 0V (pins 27, 28, 27 on the LCD-side connector).
The resetable fuse is OK.
So the 12V power supply on the motherboard is the issue, not the LCD driver board.

It seems that you are missing 2 contacts.

Extech EX330 multimeter current range offset fault
My multimeter has developed this fault, a few months ago. I tried to fix it, but had no success.
The fault is that on the current ranges it never shows 0. Does not matter if the probes are open or shorted.
As you can see from the pics, the offser is the same (just multiplied for other rages):
-4.9 uA
-0.49 mA
-0.49 A
I don't know what exactlly caused the fault.
The meter had a battery leak before I noticed the fault, but I am not sure if the fault was present before that happened. I just did not noticed. The battery leaked...Last edited by PanicMechanic; 05-11-2021, 11:20 PM.

OK, you where right. I have loaded the 5V rail with 5 Ohms, and the -12V rail voltage vent above -12V. And when loaded with 50 Ohms, it dropped to -11V (and a bit above).
And... The PG signal is 5V.
I also changed a couple of 10nF 100V film caps next to the comparator, but the PG was still 0V, untill I loaded the 5V rail.
I did check the PSU a few days ago, with some 20 year old motherboard and CPU (on the table), and the fan on the CPU did spin, but the PG signal was 0V. Maybe it was not loading the 5V...

I actually did remove the output toroid, and checked everything under it. It all measured good. Now I have soldered it back, so too late to replace the diodes (but they do measure fine). :/
I think I have checked that cap, but I will check it again.
Everything I have been doing with PSU on the table (unloaded). I will try to load the 5V rail a bit.

Actually, ony a single cap for the -12V rail. 220uF 16V. Changed a few caps instead of that, Jamicon SK 220uF 16V, Nippon Chemi-Con KY 220uF 25V and even Nippon Chemi-Con KZG 1000uF 16V.
It behaves the same. With 50 Ohms load, the voltage drops from -11V to -9V.

Maybe the caps, when they are discharged, draw too much current to charge up (if they have very low ESR) that the over-current or under-voltage protection kicks in.
