Language problem? OP said 20 or more chimes. Also how can card be dead if it is working normally when it finally starts.
Forum is Badcaps and these are the symptoms of a bad cap. Was asking if anyone had experience in this area. Apparently not.

LED#1 and LED#2 on. LED#3 not on, so no video. Resetting NVRAM/SMC makes LED#3 ( and LED#4 if screen attached.) Easier to work on with screen removed and external monitor on DP.
Throwing away the graphics card = throwing away the iMac.

This machine had a faulty HD4670 MXM graphics card, cured by reflowing and has run for 18 months. Now it will start and run normally provided the NVRAM reset keys are held until it does - sometimes a couple, sometimes 20 or more chimes needed. It then operates entirely correctly. Normal video and all devices.
If allowed to sleep, it may need the same treatment. NVRAM battery is 2.9V. Date and time are stored. High Sierra even files a 'fail to wake from sleep' report.
Based on the above, and assuming a bad cap somewhere, any previous experience? The SMC is the obvious...

I got the service manual and the diagnosis is 'replace main board'. Maybe Tek make enough profit that they just junk the main board and supply a new one, but from discussions it seems they do some testing using their in house info and you may get your board back 'repaired'.
Yes. of course it could be a VLSI part, but the forum is 'badcaps.net' so take it that I am looking at cap failure.
Sorry, no photos since I do not have it here. Anyway, VERY close scrutiny did not reveal any physical signs.

Tek 2014 scope
This scope suddenly became unresponsive to the front panel contrls. Power cycling did not help.
The usual try this, try that coaxed very little.
On power up, it would run through diagnostics until it needed a user input. It then hung.
Tektrinix wanted more to repair than you could buy a similar (but not Tek) scope for.
Put it away in a cupboard and several weeks later, tried it again. It worked, including reading the front panel buttons for about 2 minutes, then hung.
Again, left for a long time, and each time it would run, but for progressively...

It transpired that C926, which gets the startup voltage from IC921 had a high ESR, although it still measured about 20uf on my cheap meter. Interestingly, using a 47uf - which is a value in the range suggested by the MR4000 application note would not allow startup.
