damaged board and I've got 17.x volts up to the U6990. On the U6990, I only have power on PIN 7. Is the U6990 the first thing I should replace?

I'm trying to repair this beer damaged board and I've got 17.x volts up to the U6990. On the U6990, I only have power on PIN 7. Is the U6990 the first thing I should replace?
