I do have to agree, with seeing no bad things about a panasonic I'll bump it it .5 of a point to 10. Although that really is true; it is hard to set an opinion on something as varying as a capacitor, with different series and all, I'm really aiming for something just to get an idea of what the quality is so when someone sees a psu or mobo they can have an idea if it is any good at all. I guess so, I'm keeping it kinda harsh so it's more differentiated, and I really don't have much experience with Samexon caps so I'll probably change it so it is a higher rating like to a 5 since I do think it was pretty harsh of me. Thanks...

The only way to fix it would be having the schematic on hand and buying the components from Digi-Key, also being very good with an iron and flux to get them on. Really after paying the shipping for Digi-Key it's probably now gonna cost more than a new one.

I put a [B]HUGE[/B] list together rating capacitors and giving a popular application of the capacitors. I made the site myself and wrote it in html; and I am running it on my own server just for the fun of it. I tried my best to make it look modern and a site you would want to look at and something you would want to go back to because it looks good overall.
I also would appreciate if you guys can shoot me...
I sorta found it in a dumpster, a Dell T610 server with 12GB of RAM and 2.5TB of enterprise grade hdd 6 of them with one set in RAID 1 and the other in RAID 5. I bought it off the scrap center for $10, which was a rip-off since he paid a guy $0.20 for it; but hey its a 300-400 dollar server on eBay and it has a Windows server 2008 R2 licence, so not a bad find. It luckily only had some scratches and small dents and worked no problem.
