Yes you have to check if the enable signal is coming to CPU Regulator ( VRON). Then check the impedance of the VCCore by probing its coil supply. If it is above 3 ohm.Replace the CPU regulator...Leave a comment:

All the things that you just described points to the faulty graphic card (And yes, it includes the integrated one). The last asserted signal before POST which enables the LCD is LCDVDDEN. That's why It's a good idea to check it and act accordingly....Leave a comment:

Start first by reflashing the BIOS. It's high likely to be the bios with the symptoms that you highlighted. Make sure to remove first the BIOS battery.Leave a comment:

3.3v Vdd is S0 power rail. It is present only after you press the power button ( It figures among the last volatge that comes in alongside the processor volatge).
