I am not sure how to tell it. I will try to record these sounds if possible. Just for now think it as a little "queek" sound.
No not there, Under these components (Around these black little coils) which are in the secondary side of the small transformer (3.3v)

[B]Yeeehaaa!! Guys Great news!![/B]
[B]R15[/B] is indeed a [B]4.7ohms[/B] resistor I double checked and it had gold as the 3rd ring.
Anyway I've removed the [B]1ohm[/B] resistor and the resistance became between VCC and ground to around [B]395ohms[/B] and for the other side I see the small capacitor being charged and then meter stops.
Anyway back to the topic. I tried to turn on the PSU without that [B]1ohm[/B] resistor, guess what [B]IT WORKED!![/B]

Maybe I have mistaken. I saw it as gold as the 3rd ring for the R15. By the way, I remember last time when I desoldered the R11 then the short wasn't there. Not sure though I need to try it again.
I will try the method you said I post here.
By the way, this is the 3rd DM311 I am trying so, any change they all could be bad? This is the newest one I have now.

Just tried changing the resistors but didn't work.
Actually R11 is a 1ohm resistor and R15 is 4.8ohms resistor so swapping them won't do much difference right? Even after swapping them I had around 2ohms of resistance between VCC and ground which led the meter to beep.
Also I've again checked the transistors near the 3.3v transformer and they were also good.
About the D7 by the look of it it seems like a Zener diode. It was hard to read the text on it. But with the mutimeter it was tested good....

About the components, I don't think I misplaced them, although I am not 100% sure because it's been so long since I last worked on it.But I made sure to place everything back in place as they were.
About the transformer I checked it few times and had continuity.
Count from any side,
2 and 3 pins have continuity and 1 and 4 has continuity I think that's how the transformer is winded. To be sure as I said before I...

There were no issues that I could find. Anyway I am posting the results.
[B]D6 - FR104
D7 - FR107[/B]
Both were OK and meter only showed values for one side. The value for both was around [B]418ohms[/B].
[B]Capacitor - 47uf/50v[/B]
Values were,
[B]0.2ohm ESR
1.0% vloss
47.98uf
[/B]
And there seems no [B]shunt regulators [/B]are present and seems like they are built into [B]SG6105[/B] Also please note this is the replaced new IC so...

I've already checked the diodes,resistors and caps were near DM311 and found nothing wrong because I also suspected this could be because of diodes but they were OK.
I am not good with drawing diagrams anyway I'll try my best to draw something.

Just now I did some more tests but no use.
Here are the things I found.
Main capacitors had less than 1ohm ESR so I think they are good.
I found something interesting today, which is. [B]Ground and VCC pins of the DM311 seems short[/B]. I even tried without the IC but same. I get around 1ohm resistance both ways for these 2 pins. So I tested surrounding components again but didn't find anything. Wow!! Thank you very much for the great reply. Yes my main goal is also to get 5v running. I am going nuts not able to find any errors.
I am getting some more DM311 chips soon. I will try with them also and will also do test test you said and surely post here the findings.

Hi,
I did the checkups today. And same as before didn't find anything unusual.
Checked [B]5VSB[/B] rail and it showed around [B]95ohms[/B]. And I checked the resistors around there and they were all around 10ohms and were OK.
Last time I checked the Optocoupler so didn't check this time since it was OK. By the way I measured around [B]0.20v[/B] between Anode and Cathode and [B]0.04v[/B] between transistor pins of it.
Today I even tried using another PSU's [B]5v...

I forgot to tell you guys. Later I bought a cheap ESR meter and checked capacitors and did check the one you mentioned and it was good.
Optocouplter was also OK. Old one burned when I shorted the big capacitors so I already replaced this.
Anyway I will try again in few days and surely let you know the updates....

Hi Guys,
After around 2.5 years I've decided to repair this again.
So here is what I did,
I had 2 more DM311 ICs around, I don't know if they are good or bad. So I tried them all.
Same issue and PSU doesn't turn on. But I saw something new.
For one IC I got around 1.3V for the 5th pin which is the Vstr pin.
And I tried the other 2 ICs too. Then for those 2 I got around 6.6V for the Vstr pin and that's all I got.

Today I checked if there are any bad solder joints to be seen, But there were non and connectors looked fine and I am attaching pictures of them. IN these pictures I haven't much removed the rubber coating around the joints, I did that later.
By the way, when checking the CCFLs I accidentally broke one.
Anyway back to topic, I've replaced that broken one with a normal CFL bulb as budm's tutorial. Anyway with or without the CFL the...

Can you guys tell me how to test the voltages at the bulb connectors? Because I see there is a marking saying 9000vac but I cannot figure out which points to test with the multimeter. I tried the nearest points of a single bulb connector but meter didn't read anything.
Also if one soldering point is bad per a CFL bulb then that makes both bulbs to go off ?
Can you guys also tell me other points to test with the multimeter if there are some more places to...
