I Have a ACER TravelMate 5360 dead

with the AC adapter plugged and battery i have a orange charging light , but no post, not turning on
Schematic attached
voltage present:
EC bios u23 3v
Main Bios U27 0v
power button SW1 3V
pq60
+3VPCU 3V
+3V 0V
MAIND 0V
if i understant will for activate +3V i need MAIND and it come from pq45
PQ45 pin 1 GND- pin 2 6,4 v- pin 3 MAIND 0v
any idea?...

More testing i did and reverse engineering to find the components and some oddities, did a table with AC, BAT and BAT+AC:
AC Only:
As i stated in the previous post: internal rail is at 19V:
ACN 19.9
ACP 19.9
CMSRS 19.8
ACDRV: 24.6V
ACOK: 0 V
ACDEC 2.7V
BATDRV: 3.7V
VCC: 19,26V
BATT(battery terminals): 3,7V
PHASE: 3,8 V
SDA 0

I Have a zbook G3 dead APW70 LA-C391P Rev 1C , It doesn't work with the AC adapter plugged AT ALL, it doesn't charge the battery either.
when i boot the charger i have light from charger connector but no reaction when i power it on, i tried to test it with another charged battery but the same issue, no reaction at all .

I would like to request a Alienware Aurora R4 bios dump (bin/rom) , i beieve that latest bios is A11 , on the dell website it is only an exe file that i cannot extract.
Stickers on the board say DP\N 07JNH0 Rev A02
anybody can extract Dell bios from .Exe
