Sorry for double reply, but i've resolved my issue. I think it was a loose connector. I took the TV apart, took out both boards and inspected them. I didn't see any popped caps or burnt looking IC's so I put it all back together and it's now working.

It was running off of an amazon fire TV stick from the HDMI port. This behavior is not the normal display it shows if no video source is connected.Leave a comment:
