I am from INDIA.
I have the same problem with my 37 inch LCD TV. (1st attachment)
After reading this thread, I ordered AS15F chip on [URL="http://www.ebay.in/itm/Imported-AS15-F-AS15F-QFP-48-Original-Integrated-Circuit-IC-BEST-/152131385911?hash=item236bbcba37:g:VhAAAOSw-W5Us3co"]ebay.in[/URL].

Its price is around Rs. 350/- (approx... 5$). I dont know SMD soldering. I took it to a nearest cellphone repairing center and he took Rs. 150/- (approx 2.1$) for soldering.
