For my future reference and if it is any help to others. It appears that flashing just the 16mb chip is enough. Based on the differences between the locked bios I posted and the bios that [B][URL="https://www.badcaps.net/member/391642-hoaca388"]hoaca388[/URL][/B] had modified for me it looks like he modified two hex values.
Offset: 000C4843
changed from AA to 00
Offset: 000CC4A3
changed from AA to 00
This put the bios into manufacturing mode and allowed me to re-enter the Service Tag. And the...

I have a dell OptiPlex Micro 7010
ST: GCHVY24
This computer is bios locked. I have attached dump from both of the bios chips. I assume that flashing the 16MB chip will remove the password, but I am not certain if i need to wipe the 32MB chip or make any changes to it.
I am fairly handy in a hex editor, but I haven't been able to find any great info on removing these passwords myself. I am not sure if it is as simple as wiping and flashing with a bin pulled from a dell download, any links or resources would be apprciated

Is there a definitive method for clearing these passwords? I did try clearing the nvramactive area on the 32mb dump and the bios log persists. If i understood the previous post, this is the ec chip and should only be necessary to clear on this chip (u367)

it probably did, i have replaced it as well. spend way too much time measuring that area. I was sure there was an issue with it or the passives nearby lol. actual issue was on the other side of the board.

Stencils and ec ordered. i can't find what the bga configuration is on this chip, do you know which adapter i need for my programmer? haven't dug this deep into a kbc repair yet.

Thank you for the response, i did check both in diode mode and resistance on scl line and sda line they were equal, don't have the measurements handy. I did reflow the ec hoping it would resolve any cracked or broken balls however i will order a stencil and reball the ec. I cannot find any great info on the ec. but if i were to replace it do you know if it needs to be programmed.
Last question, Do you know where i can purchase the correct stencils?

ac_id pin outside of laptop is 19v connected to mobo only .5v.
up to today i was geting 0v on acok which for this model is good, now i am no longer getting light on dc cable. now getting 3.4v on acok.
battery pins with no battery installed 0, 0, 123mv, 2.9, 3.1, 0, 0, 0
battery pins with battery installed 11.5, 11.5, 123mv, 2.9, 3.1, 0, 0, 0.
