No. For one thing, caps a few years old are still populated on boards. For another, although electrolytic cap design may improve, the measured ESR value is just a measure of capacitor degradation, not performance. Over the electrolytic cap's lifetime, they degrade in both ESR and value....

"Totally" incorrect, because, you see, the Aktakom AMM-3035 is an LCR meter without ESR functionality. It's not an ESR meter. In addition, 20,000 counts doesn't make it more accurate. The basic accuracy spec does.
But even there, the "2d" in the spec (and "3d" also) mean up to 3 digits error in the reading (not "counts", the "digits" refer to numbers in the LSD of the readout). No metering device has only a single digit error.

I haven't developed an opinion on either/or, but I've seen both the Rigol and Owon reviews and at first didn't like the Owon much.
For Rigol, end of life doesn't mean anything because there will still be repair support even if not at Rigol locations. End of life just means no longer supported by the manufacturer.

No. This leakage (Rp) is through a resistor in parallel with a cap. A cap, especially a large electrolytic one, will hold a charge if cap is removed from a circuit. The charge will dissipate eventually over time, but too slowly enough that it will still hold a charge....Last edited by MDOC; 05-05-2013, 09:00 PM.

No, because of the phrase you mentioned: "when it was connected across the DC voltage." In that configuration, there is no discharge because DC is continuously applied to it. If the phrase is modified this way: "when it was connected across a bleed resister to ground," you'd be right. But, without connecting the cap's leads to themselves or to a circuit, there is little or no discharge.
