Imeet that fault the problem with the 4 resistors :
1- change value (smaller)
2- need to clean under them
3- resolder them
and I found that voltage to pin "INV' change from 0v up to 5v
and pfc voltage change from 320v up to 390v .
all finished after the 3 steps above .

from these voltages we can conclude fault .

this backlight problem as a result of old lamp or broken lamp .

this power supply seemed to complicated ..but not it is not wil arranged diagram .
I have two comments :
first when you measure c127 it has 100 ohm parallel to it ...it shows false short cir
second if c525 (1uf/50v) is bad it wil stop backlight I send pic elastrate the reason for this .
I think all vestel ps are the same but this one is the worst .

the inverter not working it is suppllied with 145v and raised it to 195v by buck inverter .
i solved this samsung there is bad mosfet QQ854 . THE ON/OFF CIR IS BAD AND THIS CIR IS APPLIED TO MORE THAN ONE SAMSUNG TYPE .

here is PDF BN44-OO458A and BN44-00472A are note found in net but can be replaced by BN44-OO421A or BN44-00427A which are found in net .
