Turns out that, against all appearances, it was a capacitor. Ended up replacing them all so that i wouldn't have to go through disassembly again.

Philips 220CW9 no image, power LED cycles toghether with a high pitch whine
I disconnected the LCD panel, left only the logic board and backlight connected and it stays on (white screen). The moment I connect the LCD panel it starts cycling on-off, together with a (not very loud) squeal that stops when the LED off.
The LCD panel is a Samsung LTM220M1-L01, if this is relevant.

Just a smd resistor and capacitor on the green input line, both ok.
Attached a picture of that universal controller. Don't hold your breath though, delivery time is 15-30 business days...

Updated the country and mains voltage info.
Checked the buttons board and cable, continuity test OK. Unplugging + replugging while holding power didn't help. The panel is white with the lvds cable removed. I fear it's the eeprom. Do people usually re-flash the eeprom or is it unheard of/rare?

The cable works OK with another monitor, re-soldered the VGA connector. No change and the "menu" key still does nothing.

Acer AL1916 pink tint
The "acer" and "no signal" screens don't seem to exhibit this behavior. The moment I plug in the VGA cable the PC image gets displayed with a strong pink tint. The "menu" and "<" ">" keys do noting. "Auto brightens up the screen and does some positioning, but it's still pink, only less so; at the end of the adjustment it goes back to its initial pink hue state. The "power" button also works OK. It's not the lamps, the pink is much more intense, more red and uniform. I suspected the logic board, no bulging capacitors there....

I need to replace it with a generic Chinese one for which i need the enable and dim control pins.
Assuming Black is GND and Red is VCC. Power out of the logic board, without the broken inverter connected:

Wow, thank you! It's so good to know that it's a known issue. The smallest one i could find was 1.25A 250V. The seller seemed confident it's OK to use. Should i go ahead and put it in or try to find another one?Last edited by sequille; 11-09-2014, 03:47 AM.

I checked the fuses, they are OK. Until i can get some pictures of it (3Mp camera that i have won't do it) here's a list of the chips on the board:

Since there is no visually identifiable damage, maybe a picture of the product from an online store would help.
I found a burnt fuse, F1, 0.75A 76V. Shops are closed for the day but in the meantime, what could have cause it to burn? If I replace it will...

Samsung LE32A336J1D backlight won't turn on
It doesn't flash on and then off, the CFLs simply don't turn on at all. I tested them individually with a one lamp inverter, they all turn on, but only 2/3 of the length (maybe not strong enough inverter?). When they do, I see the image too.
I measured the voltages going into the inverter board:
E_PWM = 3.80
I_PWM = 2.47
BLON = 5.21
VBL = 24.1
What other tests should I run at this point?

I know it has been discussed on this forum and around the net, but this is not the same situation. It's more like the next phase in this monitor's demise, as follows:
It started out as "Not optimum mode" for which i applied the 50/47 ohm fix present around the web (shorting pins 5 and 6 on the Novatek chip with a resistor). It worked for around a year.
Now I'm getting the following behavior:
- turning it on: blank screen, green power led blinks slowly
- removing the vga cable: i get the "check signal cable" box moving around the screen...

I opened it up, it seems there was a leak in the lower left corner of the T-con board. It was indeed at the bottom of the panel. Some ICs had corroded pins, cleaned that up with some isopropyl alcohol. Had to rebuild one of the pins as i was getting a fully white screen after the initial cleaning. The show stopper was that some very thin traces that lead to the ribbon were also corroded. There is a 2 mm portion of PCB right before the ribbon that is not coated in lacquer. That's where the traces got...

The left side is always white. Attached a photo with the OSD showing too. I will need to get a way better camera than what i have to post usable pictures of the board though...

The OSD menu is also very faded out. Sometimes it remains on screen for a while, as if it were a burn-in problem. Sorry that i don't have any pictures of that, i will get some if necessary....

yes, this is what i'm planning, but i can only find empty ones, i need to find a way to program it too, and i have absolutely no experience on the matter. elsewhere on this forum a person said that all i need is a LPT > VGA cable and after some reading it seems it means the chip supports In-Sytem Programming but i need a confirmation. Also, that cable is not easy to find so i was thinking since most of the pins are reserved maybe i just need to connect two or three wires, like pin 12 on the vga and some ground, but to what pins on the parallel ...
