Circling back to this thread, I used this TV for 3 years on my diag bench until just recently it died again. Same symptoms. More than likely a one or more LED bulbs have died. Time to open her back up again and fix it!

Testing the LEDs inside an RCA 46C45RQ panel
I was gifted an RCA LED TV model LED46C45RQ a few weeks back. TV will power on, but the panel just pulses quick flashes of light. I suspect one or more LEDs in the panel are bad. I've read that you can test the strip of lights by using the diode function on your meter. I was able to test two of the strips of lights and I believe I found 2 bad LEDs on the middle strip. One of the strips, however, will not illuminate the LED's no matter how I orient the meter leads, no matter what bulb I test. Is it possible that the whole strip is bad? Or is there something else that could be causing me trouble...

Coby LEDTV5028 - another blue light special
Picked up a Coby LEDTV5028 from work a few weeks ago. Location manager was telling me that at times they only way they could get the TV to turn on correctly was to unplug it for a few minutes.
Brought it home, it fired right up. Turned it off and on a few times, no issues. Turned it off once more and this time when I tried to power it on, the LED standby light flashed bright for a split second, then went out and the set did not turn on. Unplugged the set for 30 seconds, pugged it back in. Waited for standby light to come back on again. Tried turning it on again. No dice. Light would...

Contacted the good folks at Cedar Grove TV in Eagan, MN. They sent me out a few LED's to tinker with. I was able to remove the failed LED from the strip and solder in a replacement. I decided to use a combination of the stacking method and the direct replacement. I completely removed the old LED, put down some electrical tape as a barrier, scratched some solder pads, and soldered jumpers. Then I glued the diffuser back on top. Success! She lives again!

Rylos, would you be willing to send me a handful of those LEDs? I'm in the middle of repairing a 32" Insignia TV that has a shorted LED and I'm not finding any local supplies of LED's easily. Unless you can point me to something maybe on DigiKey or Mouser?...

Okay....we've made some progress here. Using the diode function on my meter, I was able to test each of the LEDs on the 3 strips, hoping to find one that would NOT illuminate during diode testing. First two strips, all bulbs lit up no problems. One the last strip though, the LED closest to the connector would not light up no matter how hard I tried to get it to go. I double checked my connection methods on the other two strips just to make sure I was checking right - nope, no light on that bulb.

Pulled apart the panel last night - was pretty tricky getting the LCD panel control board unstuck from the back of the panel case. Damn double stick tape. Finally broke it free and was able to remove the LCD and took off the frame and reflector. 3 rows of LED strips, 6 lights each.
Tonight I'll wire up a quick bulb tester using a pair of AA batteries and some sharp probes. I'll test each bulb to track down the shorted / open diode.
Once I narrow down which LED's are bad, where's the best place to get ...

I was afraid you might say that. Time to open the panel, I guess. I'm in this far, might as well keep going.
Before I undertake this, how small are these LED's we're talking about here? I've got some pretty fine soldering tools, but I'm not really set up for SMD stuff. With a flux pen and a fine tip I'm sure just about anything can be accomplished, but I I'm not taking on something that's 2mm small.
