still no display, but with vostro 3500 file bios it can turn on but the fan spins fast and manufacture mode appears and can't be removed. I tried FN+F and it disappeared and the normal fan after restart will reappear. can the dell vostro3500 bios be removed the manufacture mode?

if the led of the charger is off when you plugin, its must can be ascertained if there is a short in line 19v
and, not necessarily if the pq7 is hot, the component is a short.
You can inject voltage in line 19v with a value of 8v to be safe. You can inject + values on black capacitors on the motherboard. after that, try touching the hand with the hot component. remove component and check with the mutitester.
