Would the smudge in the centre of the screen be due to tab bond?

Dark cloudlike smudge in middle of screen
I am hoping somebody can help to explain a couple issues I have with a Toshiba Regza 37WLT66 TV. It has what looks like a dark cloudlike smudge in the middle of the screen, which I have tried to show in the attached photos. I can't seem to see it when I have the menu screen up though. There is also something that looks like a frame to the right hand side and bottom corner - shown in one of the pictures attached. Other than that the picture and sound our excellent. The marks appear on all sources.... -
