Fixed!
Thanks BadGoo and special thanks to Budm for your advice and excellent troubleshooting guides.
The main board was the culprit. I replaced it and I'm back in business.. There are no visible bad components, and I didn't want to spend too much time on this so I replaced the whole board - which was cheap enough. I'm glad I found this site. Thanks again.

Thanks Budm, but would the absence of the BL/ON signal also cause the power indicator to not lit? (I get no red or blue Pete indicator light, so no indication that the TV is ON or even plugged to the wall. No image by shining a flashlight either when I try to turn it ON -though I doubt it's turning ON)

Hi guys, Thank you so much for your help.
To clarify, this is what I have: The red LED that should turn on when the TV is plugged to the wall is always off (there was a time weeks ago when I could make it come back ON by unplugging the TV for a few minutes but that's no longer the case) This is the same LED that should turn blue when I turn the TV ON, but that doesn't happen either (the TV does not turn on at all. Flashlight test also fails)
As far as voltage levels on the PS board:
+5V: 4.99V
+12V: 12.34V
+24V:...

Same TV (Sceptre X505BV), except my unit won't turn on at all. There was a red LED that stayed Lit as long as the TV was plugged in, but it went away (it started dying a few weeks before the TV went completely dead. It would go away for a few hours but it would come back if I unplugged the TV for a few minutes. Now it's completely dead)
Based on your posts, I checked the power supply board. All the DC voltages seem to be there except for the BL/ON line ( I checked it as AC and DC), which reads zero (I have no way of turning the TV ON.)
