I had the same problem and found the solution.
In my case, the first PU4001 mosfet transistor did not conduct, the one who biases the gate is the voltage divider made up of PR4003 and PR4006. The Gate of PU4001 was reaching 19.1 volts.
PR4003 if it measured 200Kohm, the 19V went through the PC4001 capacitor (the culprit) that did not average short but was on the run. I replaced it and the problem was fixed. Greetings from Ecuador.
