The Tcon is under that steel cover. You will have to lie the tv screen side down on a large flat surface (kitchen tables are good). Undo the screws that hold the stand and the bracket. with that out of the way you should see four Philips head screws that need to undone. lift the steel cover off the tcon and you should be able to check fuse. If not sure you might want to post picture of the tcon as well.

I will leave the diagnosis to the local gurus. But my observation is that the menu isn't affected by the stripes, so most likely not the panel but a main board? Are the stripes in same position when menu isnt on screen. Are they impacted by whats on the screen ?

tcon board? it looks like a pattern overlaying the signal Ive seen that on a few samsungs. do the dark patches expand and move or is that a photo artefact.

I picked up two of these of the side of the road within 500metres of each other. backlight not coming on. But it powers on standby light changes from red to purple.

Sorry to resurrect an old thread but it has helped me a heap!
One set it didnt help me with was a 40" soniq. But I happen to have a second set that had a damaged lcd. Transplanting working board to the one with the flicker on boot (screen comes on and turns off imediately) didnt change anything. Long story short the CCFL were faulty causing the backlight shutdown. So perhaps try plugging in some known working CCFL's into those sets and see if they fire up.
Now if only there was a way to get them displaying...
