i was thinking after reading some post it was a buffer board , but when you say panel im guessing you mean in the screen itself ... probably my fault when i put the power supply in one wire i left off and i forgot the tv was on , and yep it arched on me i bet i sent it to the bone yard 
dam i paid 50 buck to fix the power supply yesterday lol i guess life lessonyea its 2 pixalated lines flickering all colors like static
