Great call martino! Thanks for the tip. I'm finally getting 5.3V on stby now (4.3V on PS_On). After jumpering PS_On to gnd, all 15V and 5.3V pins come up.

Thanks martino. I'll pull the replacement UQ802 off tonight and swap the original back in. While I have the chip off, I'd like to test the traces to see if my heat gun ruined them, but I can only identify where 5/7 lead to.
Would you happen to have a schematic so I can check them all?...

Thanks, Here is a close up of the much clearer shopjimmy photo. it only appears that pins 1, 3, and 4 (from left of top row) have traces and these 3 measure continuous. The resistors in that region check out for continuity, but I have not checked that the resistance values are in range.

OK, thanks. I was able to solder the Pilkor back in. As well as all of the remaining components from the shopjimmy set. Here's where I'm at now:
All power is being supplied to board via a 1:1 isolation transformer, all checks done with Fluke 179. All of my test and rework equipment is at work and the tv is at home (except for the BN44-00514A SMPS). I do all the work on a well grounded esd protection mat and have myself a esd wrist strap (each with 1MOhm resistor to gnd). I'm pretty much a noob at...

So, it's been about a week since I sent shopjimmy a message to clear this up. I had to send a second message just to get a response, albeit a rather generic one, so still no clarity on this matter.
The Pilkor is a component that has been reported bad in these boards before.
I was really hoping I could get some feedback from y'all.

Hi all, I ordered the [URL="http://www.shopjimmy.com/samsung-bn44-00514a-p60sw-cpn-power-supply-component-repair-kit.htm"]BN44-00514A repair kit[/URL] from shopjimmy.
Order came in and I began replacing the most commonly indicated bad components on this board (including those mentioned in the other 8 threads on this forum and elsewhere).
I got to CS825 and I was sent a wrong capacitor, that I also think is incompatible, but wanted to ask if anyone can advise. CS825 OEM is a Pilkor MMKP 384 PCMP 1250V, 68nF box-type (22.5mm). They me some random plastic dipped...
