You are right - but in case you know the topology you are able to judge if the rest of parts will influence or not. These two tester I mentioned above are only "survey" testers. I'm using it since 2000 and there is not any better equipment in my workroom during repairing of electronics. I used i for million times... The discharge is needed for EVERY tester - there is only "fuse" as two anti-parallel diods on the inputs (measuring voltage less than 0,7V). For sorting GOOD/BAD is the best I have seen...

I measured it and cap is about 980u, ESR (AVR tester) showed 0,00R while Nippon LXZ 1000/10 showed 0,08R..
I tried to find DS, no way - somebody mentioned that is limited for MTB supplier.
