Well I hate to admit this but I guess it will be good for the forum. The problem was the cable. I tried a brand new one and it works fine now. I tried the old one on another set up and it is fine too. I guess this monitor is just a little more sensitive than others. (and I have two "bad" cables).

I'll try another cable. I'll grab a new one from work. Maybe I have two bad ones and my other source isn't as sensative. I'll take a better picture of the molecular connector later.

Okay, I got the measurements. I apologize. I didn't mean for it to that long, something came up.
Anyways the numbers on the chips are:
AIC 1084-33CM 584G3 (larger one) [URL="http://www.datasheetarchive.com/dl/Datasheets-308/42237.pdf"]PDF Datasheet[/URL]
BS18532G3 (smaller one) Maybe the end is 63? I couldn't find any information on this chip.
The first chip, (1084-33CM)
0v --- GND
3.26v --- Vout
4.69 --- Vin
The second, (BS18532G3)
0v ---...

Also, When I hit the menu, the display stops flickering for the 2 seconds it takes for the menu to come up, then continues.

Perfect. This is what I would do. Get Windows 7 Home Premium (32-bit) and upgrade. Make sure you do all your Windows updates on Vista and back up all important data (just in-case) and pop in the disk. Like the others said, 32bit will be less resource intensive and it will work just fine for you because you have less than 4GB of ram. Let us know how it goes.

Okay, I tried that and it didn't work. I also tried a different cable and source. It has come to my attention that the longer the monitor is on, the worse it gets. It changes from blurry to lines running horizontally flickering up and down the monitor. I tried to take a picture but that did not do any justice....

You can change Windows 7 to use the old theme. When you have control panel up just choose small icons and it will be pretty close to XP....

It seems kind of expensive for just a "try". Do you have a desktop computer and a spare hard drive? You could then get just a faulty motherboard and use your current build.

Do you have 64bit or 32bit Vista installed. The reason I ask is because then you can do an upgrade right to that version of Windows 7.

I have a E153FPB with a blurry display. I am not sure where to start because it is only blurry with the VGA input. If I have a signal coming in and click the menu button, the menu looks fine, but the backgroud VGA input is blurry. It almost looks like I can see the progressive scan. My first guess is the actually logic board for video input. What do you guys think... thanks for the help

OKAY! I got the monitor to show me a picture but now the ccfl go on for like 3 seconds when i first turn it on, then it goes off again, but i can clearly see the image on the monitor, just no brightness

I am back, sorry i have been away for awhile. I replaced all four of the 5707's on my power board and its still not working. I am still having the problem with the monitor going on blinking white and then black. It does that a couple times and then stays black. With a flash light, i see nothing.
I turned toward the diode trouble shooting. I have the board unpowered and was using a diode check, then reversing the leads. On some of them (all but two) i got a reading with the probes in both directions. What are the chances of all...

Yes they all were. Its a cheap meter so i thought they were find.
I also looked at my LCD with a flashlight to see if i can see the image after it flashes white and i cant see an image. What does this mean?...

So I read pretty much the entire thread and im afraid im still not sure where to start. I have the Dell E153FPB. When i turn on the LCD screen it flashes white for a second and then goes black. I cannot see any image on the screen but the LED power light stays on.
I tested the fuse PF751 with an ohm meter and it has resistance, so im thinking its not that.
I also flipped the board over and didnt see any cold solder joints, fixed a couple that were debatable.
Sorry if this is a double post. I couldnt look any longer...
