I came across your post while searching for what could be wrong with my older KDL32S2010 tv.

The TV would not switch on at all and you could hear it clicking on and off. Finally the red light would flash 9 times. Since reading your post I have opened up the TV and disconnected the Board number that you mentioned. The TV now goes on but after about 40 secs it turns off and the goes back on again. It seems to have made some difference though as it did not go on at all before.
