Didn't receive anymore responses after posting the latest measurements. I figured it had been pushed so far down the list by newer threads that it was probably getting hard to find resulting in no responses. Was hoping to keep it fresh because it seems we're close to finding the problem....

Vizio E470VA - Backlight On But No Picture
Backlight works but no picture.
Below is a list of all the readings I have taken...
[B][U]Power Board [/U][/B]
Out to Inverter: 24v=Yes, On/Off=Yes
Out to Main Board: 24v=Yes, 12v=Yes, 5v=Yes, PS-ON= Yes
Large Filter Caps= ~Good~ reading was >360Vdc
[B][U]Inverter Board[/U][/B]
Backlight On: Yes
Fuse: ~Good~ measured 24v
In from Power Board: 24v=Yes, On/Off=Yes
[B][U]Main Board[/U][/B]
In from Power Board: 24v=Yes, 12v=Yes, 5v=Yes, PS-ON= Yes
Out to T-Con: 5v=yes
Voltage...

What would cause U103 and U608 to not have any voltage?

I was grounding at the wrong location. Sorry for being an idiot. I'm still learning. Here's what I got...
U103
Output tab = 0v
Pin 1 = 0v
Pin 2 = 0v
Pin 3 = 0v
U608
Output tab = 0v
Pin 1 = 0v
Pin 2 = 0v
Pin 3 = 0v
U704
Output tab = 1.80v
Pin 1 = 0v
Pin 2 = 1.8v
Pin 3 = 3.32v
U706
Output tab = 3.32v
Pin 1 = 0v
Pin 2 = 3.32v

The fuse on the inverter board. Sorry I was checking it incorrectly. I assumed you could check it across the fuse at each end but I was wrong. Yes, it has 24v....

Apparently my meter skills are lacking severly in this dept. I was checking it with the positive lead on one side and the neg on the other. I'm assuming that was incorrect as I put the negative lead on the ground wire coming in on the inverter board and the positive at the fuse and got 24v on both sides. is that correct?...

Before powered on, the voltage is 0v at the ON/OFF pin going to the inverter board (with the blue LED). When I power it on the voltage jumps to 5.03 and remains there. There's also a PS/On pin on the other side of the power board going out to the main board. It shows a consistent 4.78v.

Before powered on, the voltage is 0v at the ON/OFF pin going to the inverter board (with the blue LED)....

I noticed that the VIZIO logo in the front does not glow amber when plugged in. It only glows white when I push the power button on the side. I'm assuming that means that there is no standby power? Would this be an indication of no PSON signal? If not, what is the best way to test if the main board is sending the PSON signal?...

According to the datasheet G9084 is adjustable with voltages of 1.5V,
1.8V, 2.5V, 3.3V and 5.0V.
This is what i'm getting...
Pin 1 is ADJ/GND 0.00
Pin 2 is V out = 0.00
Pin 3 is V In = 0.39 v...

Checked the voltages on the 2 volt regs on the main board. both were only outputting 0.39v?
