    Over the last five or more years I have checked prices on LCD panels for most major brands. No luck finding a good replacement (price) if they are even available.     Very intermittent,this happened almost a year ago too.
    This is my PC. The last time I took it to a local PC shop where they let it run and "tested stuff" but found nothing wrong. It has been working good until a few days ago when it started again. It froze up with garbage covering the whole panel. Usually it looks black & white but sometimes it has colored horizontal streaks like this picture.     mcmelectronics.com has lots of brands and price levels. Do a search for solder station or solder iron. Weller is hard to beat for reliability and price. The Tenma (house brand) choices are cheaper but will do the job.

    Do you mean the 2.9vDim on pin#1 (PJ860 to J1), pin #10 on CN90 (main) ? Is the resistance low on that DIM line with the TV unplugged? Unplug CN90 and check pin #10 on Main. A low resistance = bad main. This model has had power supply problems.... so is the standby voltage low or unstable (CN90 pin #4 = 5vsb on main)? If yes, then you might have [B]power supply[/B] problem. Some kits are available.

    The DP42840 Sanyo series have main board problems and new boards aren't available. Some kits are available (check ebay) but the smd IC's are difficult or impossible to replace without the right equipment. Problems are usually related to data corruption on IC5750 but other components can be bad too.

    A working DC motor will "generate" DC voltage. With the motor still mounted in the treadmill... unplug the motor wire harness and only connect a DVM to the motor power wires. Walk on the treadmill. If the console is working, your speed will be displayed from the spinning front roller (magnet & lief switch). If the maximum treadmill speed is 12 mph and max motor voltage is 120vdc, you should see about 30vdc on the DVM when walking at 3 mph. If the voltage is considerably less than that.... you have a bad motor.
