VIZIO XVT5535V Will Not Power On

The tv vizio xvt553sv appears to be getting stand by power because the vizio light is on. It will not respond to the remote or the power button.

I have reviewed some the threads for the same model so I tested power on the mainboard fuses and got the following results.

F1 = 5.5v
F3 = -3.1v
F8 = 11.3v

Not sure what to do next....
