By visually looking at the joints you can get an idea BUT they can look good and be bad
since its a know problem with these Boards
Then Id rework the solder joints
Normally this would be done by removing the solder with "de-solder wick" or a "solder sucker" hobbyist way since its cheap (not that pro's dont use it)
professionally with a de-solder station and then re-soldering them
I am not sure of your level of skills but if you haven't really soldered or used wick...

well didnt read it all but yep why don't they last as long as they are suppose to or so short a time..probably cause they are made of junk as was pointed out,
dont like a lot of switching too...
I have a stuffed one that I know was used for years (like 10 or possibly more) in a work kitchen but that was like $25 AU at the time it was bought... when they were a new thing
on the green question well again here they banned the old faithful incandescent so we are forced to use them,...

it should read open circuit one direct (Very high resistance)
near short the other
(actually I think your reading a voltage drop across it or something..forgotten now on resistance ranges..but dont quote me on that)
Diodes mostly Fail completely
but sure there are cases of some aspect cause problems in circuit
Type is High speed rectifier its still a diode PDF
Here the pdf on the STM9435 Appears to be a FET
Sound like that might be your problem

well dont know about those inverters but the transformers have been known to go.
I do remember a discussion (don't think it on these forums) about this
it was advise to put new ones in as well...(like if you can find them)
(in one model inverter)
If fuses are popping then it obviously too much current being drawn this means a fault is still there ..the question is why
and no I DO NOT recommend what you are suggesting.
is that company still around (lcdpart)...sort of remember they...

well not familiar with those things but obviously this is something that should not happen...mostly now whatever standards are suppose to be in place they are not followed like they use to be...basically any junk can come into the country.
the El-cheapo Tube may have been the fault I don't know.
but if it follows normal fluro's for 230VAC
you got a starter, ballast (inductor) heaters in the tube (ideally a PFC Cap)
what happens the starter fails and the tube heaters just sit there burning up...this...

yeah I dont think they have a great rep...mine has been fine so far
They do have crap caps and heat I think is another issue for them...just cause they are owned by a "real" Router Company doesn't mean linky's are...so I guess price is a factor really you get what you pay for but then again you can pay a high price for crap too.
all my router stuff is linksys for me at home, I have no real complaints but then I have to say they dont get a real work out either
worse I found is the wireless...

Generally speaking
For the price of some decent caps its worth fixing.
mostly caps are the issue, although inverter transformers have been known to pack it in. (also other faults have been known depending on brand model)
Be careful as that has High Voltage on that PCB and also directly connects to your Mains supply system
Make sure you put the caps in the right way round too.
As willa said looks like (unfortunately) fairly normal cooking of PCB.
there can be other issues of course...

you will find mostly MB around the 2000 ~2003 maybe 4 period
are liable to have bad caps
newer systems with Electrolytics, sure its possible too just a little less likely
as some manufactures woke up and the bad formula jobs were gone (hopefully)
but depending on age and abuse other too
(most stuff older has probably been dumped)

you been around here long enough to know whats going to happen eventually but Sanyos seem to last ok...
The ideal is no you shouldn't re use used caps and I wouldn't if I was doing a system for someone else.
I think its probably more mechanical stress issues really we are talking here.
but yeah less stress heat wise and unknown hours of use...

I think the MB may have come in both flavors too, some had all 9 later ones didn't
(think the 9 were GSC crap)

the others really deserve the thanks they are more clued up on it them me.
not sure on the noise, motors I don't think like running slow, maybe the repairs just pushes a little too slow if you get what I mean
but no expert here.
I probably just not run it at slowest run it were it sounds right
but the other would I guess have more constructive input.

if they are GSC then its odds on they are history thats for sure
althought you already stated they are stuffed
sounds like typical stuff caps symptoms to me.
chances are if its still freezing but booting a recap will fix it.
Just make sure you use quality low ESR types if you want it to last for a long time
read the FAQ's and posts for tips and tricks
on cap replacement if you need to ...sound like you don't but it cant hurt anyway.

if you read posts around here yes. (mostly)
you will probably find 6V3 caps can be used
you must if you want long life out of them use quality low ESR types
(which is "not" the stuff you normally find at hobby electronics store)
it better to go a little up then down normally.

yeah I just keep an eye on the caps if you are going to keep it, you should get a year or more if they are half decent
even the crap half baked GSC see a year or 2
just if you are intending on recapping try and get some decent caps so you know it will last for a few years...although this stuff is no getting long in the tooth.
but there are some apps its well suited for regardless of the age of the stuff....

wouldn't the below be a 1 nF 100 pf ?
If you using a capacitance range on a multimeter the only reason that comes to mind is stray capacitance.
Does it have a pre zeroing thing?
guessing from the picture, if it was for EMI
(as Gonzo said and I agree)
wouldn't it go to ground the other end ?
Well I don't know on all 3 counts, so consider these more questions then answers
