    When you reCapped the Dell Optiplex - did you nick the video trace that is around the pad of cpacitor C259? The trace is a hair like trace (one of the squiggly traces) that comes really close to the pad...

    When I get a motherboard that does not display video on preliminary BIOS Boot (I always pre boot the motherboard before working on it - it also tells me if it is an easy fix, or more detailed) - I always pop in a new 1500 uF 6.3V Cap in this location. 90% of the time the video comes up and I proceed...

    The Capacitor (C259) is the filter cap for the board video chip set.
    ..
    You should also replace C257 and C258 as well. If one of these caps is bad, then the other two are most likely bad (or will fail shortly).
    ..
    By the way you also need to replace C392 and C1194 (on the other side of the Memory/DIM slots). These should be 1,800 uF 6.3V 105 degree Caps with a dimension of 8mm x 20mm and 3.0mm lead spacing.

    The other high failure caps are the 1,800 uF 6.3V caps located between the CPU and Regulator...

    The p-4 looking connector is where Dell connects the hard Drive and CD Rom Drive power leads to..
    They have a 4-Pin to SATA/HDD Molex connector adapter...
