Could I replace 2.5v 820uf fake polymers with Sanyo WG 6.3v 1000uf? They are both 8mm in width.
Edit: there are some 4v 560uf too.

Motherboard no powerup, no post, fan not moving, no response everywhere
Last night my friend told me he heard a spark from the PSU when he pressed the switch of the power strip. Then he switched it off immediately. He inspected his computer and found out the PSU had burnt (not in big scale).
Today I bought a new PSU for him but the motherboard had no response (no fan, no beep, no response at all.) The new PSU should have no problem as it had been tested on another computer. I measured the 5VSB and the multimeter showed that 5V was everywhere on the motherboard.
Would anyone please tell me if the motherboard was completely malfunction...

I did a search about Corsair VX series and it seems to have good reputation. Perhaps Corsair VX 450W is my only choice.
I know that some of Delta and Antec's products do have good caps. But many crappy Capxon/OST are being used in some of their products. I don't know which specific models of their products have Japanese caps only.

First of all thanks for the reply. But this model Delta DPS-400MB-1A is not available from my local stores. I did a google search and found out Delta DPS-400MB-1A is an OEM PSU from delta for IBM. I can only find DPS-400TB/GB/AB in my place.
I am tired of those low quality chinese capacitors. Nearly every malfunction PSU I saw had bulged caps -- such as those Jackcon/ S / Capxon -- after replace them some worked again, but some didn't.
Even in Delta PSU there are bunches of Capxon. SPI/FSP uses Teapo, but...

Perhaps it is a silly question. But I really want to know if there is a specific brand, or even model, which only uses Japanese brand (or any other good brands) capacitors?

Recapping PSU, low-esr or longlife caps?
If I am going to recap my PSU, should I buy the low-esr caps or the longlife type? I've checked the online store and the low-esr caps usually have 2000-hour at 105C but the longlife type usually have 8000/10000-hour life at 105C.
The capacitors I am going to replace range from 10-16v 1200-3900uF.
