Is this an easy fix that someone with no soldering skills should attempt? Or should I buy the parts somewhere and find someone to do it for me?...

So, I have had this monitor awhile now. It had started to have some issues with turning on/off randomly. But then just stopped and worked fine. I had to move and put it away in storage (it had sat about 6 months) and had not used it for a bit. I took it out yesterday and plugged it in to my desktop and it turned on right away, but then only goes to the red/blue/green/black/white color test screen and does not show video other than that. It clearly recognizes that there is something plugged into it since upon removing the hdmi or vga cable, it goes to the sleep state with the amber led. Is this...
