I finally got some free time to play around with this one again. Despite all of the solder joints looking fine I went ahead and re-soldered the PT201 and PT202 transformers as well as the Q209-Q212 transistors. I ran it Friday to Tuesday non-stop without shutting off so fingers crossed, I think that may have fixed it.

Sorry to bring back a thread from so long ago, but I just wanted to report a successful repair. I had a similar issue, no power and a momentary buzz/squeal noise when power was connected. I replaced the 5R6 with a unit from Digikey(linked below). And am happy to report that the unit powers on and works great now. Thanks to everyone for the information in this thread. I would not have been able to figure this out on my own.

Wow I had no idea Packard Bell was still around. They were popular in the US during the 90s, but earned a reputation for poor quality. I had always assumed they went out of business, but according to Wikipedia they left the US in 2000 (I thought it was earlier than that), but remained popular in Europe and are now owned by Acer.

This is my first post to the forum. I have been working with computers professionally for many years and after throwing out several bad monitors I decided to try fixing them. I have had luck with simply replacing capacitors on a few so far, but I have run into a snag with this Dell E193FPc 19" monitor. When I first tested it, it would not power on at all.
