No deformity of the plastic parts
Note: I Covered all plastic components with aluminum foil.
The board did change in color slightly from the heat.

After reading about [COLOR="Red"][B]REFLOW[/B][/COLOR] I decided to give it a try
Placed spacers under board to keep it off the pan
Placed pan and board into oven
Checked to make sure the board was level
Turned the oven and heated it up to 300°F, once at 300°F stay at that Temp for 1 minute
Then up to 350°F, once at 350°F stay at that Temp for 1 minute
Then up to 390°F, once at 390°F stay at that Temp for 1 minute ...

OK, pin 20 PS (PS_ON, 4.11VDC), is it steady or it is fluctuating in sync with the power cycling? --[B] [COLOR="Red"]fluctuating in sync[/COLOR][/B]
Do you also hear the power relay RL801S clicking in sync with power cycling? -- [COLOR="red"]YES[/COLOR]
Did you check the solder joints on the bottom side of the board? see the red circles in the picture.-- [COLOR="Red"]Yes Re-Soldered All[/COLOR]
I found this on the main board

When I unplug the wire harness between power supply and mainboard
You can hear a relay click one time( does not cycle) but no backlight
