Well the TV is working...
I resoldered anything that looked iffy. Also, the larger caps that were glued onto the PCB with what looked like black mastic had come away and lifted several PCB tracks with them. Repairing those appears to have got it working again.

When first plugged in I get 21V, which after a few seconds drops down to 11.4V, if that makes sense...Leave a comment:

Well I've leant something...
What I thought was 3.3V is ST_BY. Also, the 7.6V is on the DIM_PWM_ANALOG line... However, I don't think that diagram is 100% identical to by power supply. Pin 11 of PL200 doesn't appear to be connected to anything, however pin 9 has 5V on it.

To answer, the standby light flashes the same with and without the LEDs connected.
Also, the capacitor next to the connector reads 0V across it.Leave a comment:

On the connector that goes to the other board, I can see the 7.6V, as well as 5V and I think 3.3V too.

Here's the best I can manage (I think...)
The row of 1000uF 16V caps all have 7.6V across them whereas the row below that of 330uF 35V have 0V across them.

I've been given this TV because aparantly it does nothing except the flash the standby light. However, on closer inspection it does apparantly work - when I plug it in, you can see a faint logo displayed on the screen, but the backlight doesn't illuminate.
It's a 42" LED backlit model.
I'd be extremely helpful if anyone had any suggestions... -
