Does anybody know if the yellow thing on the transformer on the power board is normal? Board seems to be working...stand by light is on....

I'm trying to test this fuse, how should i test it... where should i position the positive and negative leads of the multimeter? if i check the fuse of the black one just show OL. Does it mean is a bad fuse or am i making things wrong? Sorry im a newbie...but learning on the run...Please a little help would be appreciated....

Hi everybody! my name is Oscar i'm a newbie with Tv electronics but i know about computers boards and everything else...im trying to fix my old tv, i refuse to let this 48" TV die. My project is a Philips 42pfl3704d f7 not showing picture and i don't hear any sounds either, but the front white ligth in the bottom of the tv turns on...meaning there is power but nothing shows on the screen. I'll be getting a multimeter and i hope to find the culprit board...with help from this great forum...please excuse my poor knowledge...
