i have a cheapie meter. when it is set to ohms, and the leads are touching, it is zero. when they are not touching the number 1 is in the middle of the screen.
also i mislabel the boards. what i refer to as the x/y board is called the x main board. sorry for the confusion.

sorry for the 1 day delay. RJ, the resistance was 1 or in other words, the circuit was open for both the connections you asked for. however, when i first touched the pins, the ohm meter jumped around but then settled down to 1. it did that initially, and then the other time it just was 1.
Andrew, i was confused with your instructions. you asked to remove all the connections to the PSU, the one connecting to the X-sus and the other connecting to the mainboard (w/ HDMI ports). then you asked me to connect the 2 light bulbs in series...

picked this up at e-waste site so no background info. tried turning it on with the button on the lower left and with remote but nothing, not even indicator light. opened the back and tested the fuse and it was fine. check the voltages and the were either zero or very low, i.e., 0.005. no visible signs of damage on the powerboard - all the caps look fine. can i assume it is only a defective powerboard?

i'm sorry i wasn't clear. the blacklights are on when the power is on and the tab is connected. the blacklights are not on when the power is on and the tab is disconnected. i see that i could have misinterpreted the orientation of the wires vis a vis the legend. if that is true, based on what you wrote, the voltage readings are correct. if they are correct, then the PSB is fine?

i came across a video involving a similar TV to mine and the way they checked the voltage to the led strips was different from how i did it.

I did it with the negative probe grounded and used the positive to check the various points. They used their probes in the following way: the legend was:
1. D1+
2. D1+
3. NC
4. D1-
5. D1-
They tested points 1 and 5 together (neg on 1 and positive...

I guess this means the led strings are faulty and have to be replaced?

i checked the powerboard. the voltages to the mainboard (they had a legend with specfic voltages) match the legend. The voltages to the led stripes i don't think are fine. the legend was numbered 1 - 9, and coded respectively, D1+, D1+, N.C , D1- , N.C , D2+ , N.C , D2- , and D2- .
With the TV on, and the tab to the stripes connected, the voltages readings on the multimeter was this weird reading "1 . " for #1, 2 and 6 or D1+, D1+ and D2+. (i don't know what "1 . " stands for on the multimeter. I also got...

voltage regulator (VR) - total number = 3 - pins pointing down 1-2-3 left to right
I believe the problem lies with the tcon board as the TV exhibits the typical symptoms, back lights are on, screen is dimly lighted, greyish blue.
