this the current bios dump, that may be corrupted or not, but i want to try the motherboard to ensure that, there is not a bios problem.

Recently I faced the same problem, with one Samsung TV with HANARO-2 power supply, and I would like to contribute a little bit for anyone else facing the same symptoms.

The TV had sound but no picture.
With the power supply disconnected from CPU board, the backlight illuminates for a second and then turned off.

By using the tip of mr. budm above, that said when the RP823 is removed the backlight and TV is working.
I checked a bit closer the circuitry, and I have remove the J867,...
