I had one with an issue similar to this when examining the board for possible blown caps or diodes and couldn't find any. This tv was given to me by someone to fix. After looking it over again the glairing problem jumped out at me. there was a hole through the board, metal backing to the lcd and the plastic shell... It took me a moment to realize the reason this tv didn't work is it had be shot... I shined my flashlight into the hole and sure enough there was a crack in the back of the LCD but not visable with out the light on...
