I did not forget to try this. the air from the heat gun kept blowing the solder wire off the board so i gave up.
tried it again just now with a piece of solder wire propped up against the cpu socket on a dead motherboard. blasted it with the heat gun till the board started to make popping sounds :S.
the wire curled into a ball fairly quickly and was malleable at the end but it did not melt in any sense of the word....

Quite a few hiccups with the test motherboard.
1. The foam activated tip on the flux pen is terrible and does not release enough flux.
2. The flux does not run through the socket to the other side as i supposed it would. Looks like i will have to apply it to all four sides.
The only flux i'll likely get here is paste type. I hope it will be enough to smear it on all four sides at 150C.
3. The steinel heat gun would not raise the board temp above 115C on high though it is rated at ~500C. There...

Alright. Took off the retention bracket and that gave me some room for pics. Apologies for the angle on the faulty mb but there is a cap bang in the middle of the line of sight.
You can still see the cpu lift when very little pressure is applied to one corner. On the good mb, there is NO movement whatsoever.
CPU in ASRock 970 Pro3 (faulty) normal and with pressure applied to one corner:

In preparation of the reflow, I notice that the cpu does not sit flat in the socket of this motherboard. This is unlike the same replacement motherboard and an older generation asrock m3a770de.
Difficult to take a picture here because of the low height and obstructing caps around, but let me try to explain.
If you place the cpu in the socket, and apply pressure to one corner with your fingernail, there is movement, whereas on the good motherboards, there is no movement.
I guess all that tugging and pulling...

Just a couple of points to clarify before I work on a test board.
1. Kingbo flux is hard to find on amazon, and it appears to have the consistency of paste. Wodnering how I would apply it to a flat, extremely hot board.

I am going to attempt a cpu socket reflow as a last resort to try and fix this motherborad: ASRock 970 Pro3 R2.0
I've got the gist of the procedure. Do correct me if I am missing anything.
1. Cover everything but the cpu socket with aluminum foil
2. Use pen type flux to flux the area around the cpu socket and let if flow between the socket and motherboard.
3. Use heat gun to heat the cpu socket to ~200^C....

It is more likely than anything else at this point. Considering the weight of the cpu cooler. And considering the greater than safe amount of pressure that was required to release the hsf from the cpu when the thermal paste had not had time to cure. it took a good 5 minutes of tugging and smearing to coax the hsf off the cpu on several occassions.
mx-4 creates a very strong bond that is difficult to break when the cpu has not had time to run hot for a few days....

Well, considering a short is less likely (motherboard was always insulated against bad standoffs; screw wedged between psu enclosure and mb tray and no rubber feet between psu enclosure and bottom of case unlikely to cause a short), the cpu socket is the top contender at this point.
I would like to proceed with resocketing the cpu socket, if that is what you are describing. Google doesn't produce any good how-to's so help on doing this here would be greatly...

Well the Corsair didn't work either. And I couldn't find anything odd on the pcb. Nothing burnt or scratched or untoward. There's even an insulating sticker that has a 'dont remove' label on it that's meant to protect against shorts from standoffs.
Will try to see if any of the mb components are too hot to touch when i get a chance. Would testing it without a cpu, or anything else other than power be alright? it would certainly be a lot easier for me to post responses quicker if all i had to do was connect some power cables as opposed...

Well momake, it seems you were absolutely right on several points.
- The POST analyzer was inconclusive at best. Since it doesn't show any kind of reading whatsoever apart from the power leds, it either means its completely refusing to initiate the POST, or that it "is not compatible with the BIOS version" according to the Manual.
- The cap tester showed these 'suspect' caps to be around the rated 100uf so no problems there. Will go over all of the caps when I get a chance.

it costs $65 for the board, ~$150 to send it via intl. shipping plus $40 to get it back via intl. shipping. so yes this would make absolutely no sense.
there is a single ohms setting on my multimeter. these 3 tiny caps all charge for a split second and then give a zero reading even if i reverse the probes.
got a capacitance meter and a post analyzer card in the mail to look into this.

it will charge for a split second the first time. after that it will not charge if i reattach the probes the same way or if i reverse the probes.
the standoffs are fine. only have the ones i need for this board and theyre all the same height and nicely tightened with nose pliers. its just one of those boards where the pci-ex slot is slightly lower on one end than it should be.
got a capacitance meter and a post analyzer card in the mail to look into this. will be about a week.

yes it is the same as shorting the probes. these particular caps appear to charge for a split second and then give out a constant zero and will not charge again.
it is the bottom left cap in picture 1 (above the pci-ex slot) and the bottom 2 caps in picture 2 (below the pci-ex slot).

it makes a little sense with the initial no video issue and the way the card sits uncomfortably on the pci-ex slot. I had to prop it up quite a bit to align it to the card holder screws....

several of the smaller caps on the board around the pci-ex slot are giving a 0 reading with the ohm function of my multimeter. does this suggest bad caps? tiny caps on a different board always seem to give me a reading. these ones are 100uf 16v (or 1.6v) caps.
it seems impossible to find schematic for this board unfortunately.

ive tried using another cpu and another psu both of which ive tested to be working on another pc. no luck.
ive tested every other component and found them to be working as well on another board- cpu, ram, gfx, psu, case.
i know 'cheap psu' sounds bad but thats exactly why i bought an 850w for a 550w build.

ASRock 970 Pro3 R2 won't post
I'm trying to fix this brand new board that won't post. I can't RMA it as the cost of shipping the board is twice the price of the board itself.
After initial assembly, the board wouldn't post, no video, no beep codes. If I unplugged the gfx card, i get 5 beeps. If i tap F2, I enter BIOS with full video, and discarding changes from here would give me an ordinary 'Hard Disk Boot Failure' Message.
The problem, I believe was a short occurring due to one of the following:
1. The rubber feet of the ultra cheap PowerCool PSU had come off.
2. A screw was wedged...
