I think that finally find root cause of problem.
It is a NPN transistor MPSA42 in TO-92 package (Q9) that drive main relay, precisely there are two of them but only one was bad (diode test-open circuit both base-emiter, base-colector).
I change both MPSA42.
UPS works for now, will test couple of days.

Unfortunately, UPS come back for repair.
Same problem.
I found that -15V voltage is actually -10.5V. Checked all components in circuit for generating -15V but all seems ok.
I can't find out why this voltage is not good, its not voltage regulated, no regulator, delivered by LM324 op amp probably some pwm configuration.
I doubt that PCB maybe since is double-side have some bad via connections.

Problem solved!
Re-soldered solder joints for all relays on pcb (there are 4 of them). Seems that were cracks in solder. First remove them completely then rework by new soldering.
Also replaced all 22uF/50V and 47uF/63V capacitors.Last edited by mladen82; 08-30-2013, 03:37 AM.

don't have esr tester,
but seems like primary capacitor is slightly bulged, but i don't have such capacitor for replace, dimensions are crucial
however monitor is returned to user
we will see if monitor come back again...

Ok, problem is solved with replacing burned resistor RB805 (temporaly with 45ohm).
Now i reading both main voltages +5.3V and +24V.
PFC was not in function because of open RB805.

In for turn, i measure normal condition (PS ON) voltages VCC for IC's
VCC voltage on ICE3B0365J - 12,5V (stable)

I shorted Stb +5V with PS_ON pin, so i can simulate Power On state.
I done some measurement, voltage on primary capacitor CP803 is 310V, so i assume PFC controller is not in working condition.
PFC controller is 4863G, VCC is 0V in Power On state, so PFC is not running.
Will continue to troubleshoot this.

Hi to all!
I have exact problem with Syncmaster 245B, model code LS24HUBCBQ/EDC
Power board: BN44-00173A
Standby voltage +5V is present but no main +5.3V and +24V for inverter
Stay tuned for problem seeking.

if problem is with backlight unit, you can disassemly carefuly, but be aware any dust will easily stay inside backlight films
face down lcd on soft cloth, remove four crews, and the cover
then use flat screwdriver to unlatch catches
then turn over lcd and carefuly remove metal frame
lcd panel is probably sealed together with plastic frame, you can carefuly try on edges with flat screwdriver to pull, try to avoid touch panel with fingers inside but you must remove lcd from plastic frame
