Actually I am looking for a good online store of INTEL CHIPSETS, as I am suffering from getting a corrupted, refurbished ones.
I have tried buying from a different sellers on ebay, but same results. -

YOU CAN VERIFY CHIP PROGRAM BEFORE REPROGRAM IT TO KNOW IF IT'S THE BIOS OR NOT.
IF SO JUST REPLACE THE BIOS CHIP AS tomodachi SAID.

it's not that easy to learn that with just two words. however each electrical or electronic device has a method to be tested.
for example,
eletrolic caps can be determined by its shape
semiconductors like diode, transistors.......ect should not measure as short circuit with multimeter
