No one knows what the white stuff is in those pics?

Hiya-

The monitor does the 2 seconds to black and the white Vizio logo stays white. With a flashlight you can see the stuff on the screen.

So I've followed some of the suggestions here and managed to get this disassembled.

Please see the pics I've attached.

So at first I saw the crispy looking cap labeled c519 and thought I'd just need to replace that and I'd be done. But then I noticed all of this other white goopy stuff (stop me if I'm getting too technical here)... is that bad? I guess I'm guessing it's bad but hoping it's not so...

Spifl here...have just joined to try to deal with a couple of bad Vizio monitors I have...hoping to get them up and going again.
