The only match I can find with gold for the 3rd band is for a 4 band resistor. Brown, Black, Gold, Red would be 1 ohm 2% tolerance. The resistors don't appear to be damaged. Have you measured them with an ohmmeter?

You might check the unloader valve to make sure it is working correctly. If it isn't working the compressor will be starting against an increased load and will draw more current when starting. You can try releasing all of the air pressure from the compressor tank before starting the compressor. This should allow it to start with a minimum load. If it starts let it run until the pressure switch shuts it off. At that point you should here a short burst of air being released which is the unloader valve bleeding off the pressure in the discharge line.

The user's guide for the EXTECH 22-816 multimeter states that 200uF is the maximum capacitance it will measure so the 400-480uF capacitor is over ranging the meter.

It may matter if your friend or any of his neighbors use medium wave or shortwave radio receivers. The shield will reduce the emission of signals that may cause harmful interference to these receivers. This would include receivers for the AM broadcast band, shortwave broadcast bands, amateur/ham radio bands, and citizens band.

It looks similar to hot melt glue. You can test it by touching it with a hot soldering iron to see if melts and then hardens when it cools. Most of the hot melt glue I have used remains semi-pliable once it cools.

Some of the boards will have the voltages listed in the silkscreen. You can also get a general idea of what a voltage might be by the capacitor ratings. A capacitor rated at 450 volts will have less than 450 and probably in the range of 300-400 volts.
If you measure the voltage across the capacitors or after it has been rectified and filtered it will be DC and you meter will work fine as long as you have the voltage range set higher that what you are measuring.

It all depends on what you are trying to accomplish.
The non-contact voltage detector may tell you if you have high voltage present but it won't tell you what level of voltage is present. A power supply board will also have lower voltages which will not be detected by the non-contact voltage detector.
As far as damaging a meter, it depends on the capabilities of the meter and what you are trying to measure.
Checking for faulty components is best done by measuring resistance, capacitance, voltage,...

Have you checked for voltage on the PSU?
The two 82uF 450V capacitors should have more than 300 volts on them. If not then check the bridge rectifier located in the top right section of the photo. The photo is out of focus but it looks like the bridge is labeled BD8015.

Can you tell me who makes the memory and the part number of the memory modules?
Please try this when the computer has cooled down.
Start computer and let it run 10 minutes.
Turn off the computer and remove AC power cord for 2 minutes.
Connect AC power cord and start computer.
Does it give memory beep now?

It is not only possible but it is quite common for floating inputs to have voltage on them. Especially if they are designed to be driven by open collector/drain outputs. The input will typically have a pull-up resistor tied to VCC so that the input is in the ON state until the control circuit pulls the input low at which point the input is OFF.
I agree that the next step is to reassemble the monitor, connect a PC signal, and take more measurements....

After 10 minutes of operation does the CPU temperature still read 50 degrees?
I would use a fan or component cooler to cool different parts of the board to isolate the problem. Try cooling the memory modules, CPU, south bridge, and anything else that seems hot to see if you can get it to run more than 10 minutes.

Are all of the cooling fans working?
Does it have a fan to pull air over the CPU heat sink?
Do you have software installed that will monitor the CPU temperature and if so, what is the CPU temperature?
If you have a can of component cooler or compressed air you can use that to cool down the CPU heat sink and see if that will help it restart in less than 15 minutes.

While you have the board plugged in check the voltages on connector CN902. I see labels for GND and 12V and maybe 5V. Measure from GND to 12V and you should read 12 volts. GND to 5V should be 5 volts. If there are other voltages marked on the connector measure them as well and let us know what they read.

You can test the fuse with your multi-tester by measuring the resistance while AC power is NOT applied to the board. A fuse should measure close to zero ohms, the same as when you short the test leads together. If the fuse is blown it will have a very high resistance like when the test leads are not connected to anything. A blown fuse might measure less than an open circuit if it is still connected to other components in the circuit but it will always measure low resistance if it is good.
