No.it will not charge ur battery with psu.
Battery need to comunicate through data like sda,scl and btry temperature
than it will charge

i got this prblm in dell 3521.
SUSP# was not generating frm io
in that case my PCH_RTCRST# was 0v
it should be 3v
rtcvcc to pch_rtcrst# 20k resistor was open
Simply check 32.786mzh at rtc crystal
