    Toshiba 32L1350UD

    Hi All.
    Does anyone have a service manual for this TV?
    It is dead, but there is voltage from PS to main board.

    Why is Toshiba such a hard find for service manual? Everything else is out there.

    TOSHIBA didn't own their TV design or SW or HW too the most they bought licenses brand from Vestel so it will help when you post photos on the back side of the boards how they connected together and the label of MB and PSU

      There are many Voltages and Control Voltages on the power supply connector, you need to show pictures and the Voltage readings of each pins of the power supply connector that goes to the main board, right now we have no idea as to what we are dealing with without seeing the pictures.

        After reporting those voltages. With tv unplugged from power, unhook cable from powerboard to mainboard, plug tv into power, see if backlight comes on and stays on.

          I did a tear down and tested the LEDs (3 strips) with a dc power supply and doing a continuity test. All three strips are dead.

            How much dc voltage did you supply to test the led strips? Looks like there are 8 led's per strip. I doubt all 3 strings are open.
            What did you test doing the "continuity test" ? the led strips?

              pin13 - BL_On/off - 0
              pin15 - PWM - 0.11

              It looks like you do not have Backlights on command or the PWM (Dimming) command from the Main board.

                What did you test doing the "continuity test" ? the led strips?

                Did the continuity test with a meter and a continuity setting. ( and checked to make sure it worked first.) And did it on the LED strips one at time.
                I applied about 20vdc .5 amp

                      There is no BL-ON/OFF and PWM signals from the Main Bd. The BGA Chip could need some heating to fix this issue.

                              So, I guess OP finally repaired his TV? I have the exact same model and symptoms only I couldn't test the LED strips as I've got no PSU able to push 20V.

                                Test the voltages at the connector on the powerboard with EVERYTHING hooked up, it's the connector that the cable from powerboard to mainboard hooks into, most times there's a legend/map nearby that gives the expected voltages, you measure them with your mutimeter, set meter to 20 vdc then report them, put neg probe on chassis metal ground, pos probe on pin of connector, measure in standby take note, leave probes where they are then power on tv and again take note of voltages, report them here, example pin 1-ps-on-0 volts standby-power on-3.3 volts.

                                    Be careful what you touch on the powerboard, the HOT/DEADLY side has voltages in places that can easily kill, the measurements we are doing here are on the cold side.

                                        "pin13 - BL_On/off - 0" Sure looks like you have the same issue, no bl_on signal coming from the mainboard, replacement mainboard should do the trick.

                                          Is it possible to upgrade from a Vestel 17MB97 main board to a 17MB110 Main board?

                                          I suppose the real question is whether the existing pinouts from ether a 17IPS71 psu are cross compatible with a 17IPS12 psu? If they are then the exchange of the main boards should have no issues providing the screen is compatible with both main boards. Obviously you can change the screen configurations easily enough (providing you have the correct files) for the main board. Why may you ask would I do this? Well a lot of the smart features are no longer working on a Hitachi 48HBT62U main board I wish to give it a new lease of life!
                                          Obviously the same LVDS connector for the screen connection...
