Sharp 70inch led has 3 blinks and 1 short.....i try force reset vol - ch - it wont do any change the ligth stay lit like if tv is on then after 15 secs goes into 3blinks and 1short....the tvs have lots of commun problems...

Without knowing the model number I can't be 100% but it's "initial communication error" that's either the EEPROM or CPU or the circuitry that powers them.

Check Q7120.

With everything hooked up and power on, measure vdc on Q7120, starting from right leg, call furthest right leg pin 1, measure all 4 legs, report voltage readings.

Yes, it's a CPU communication error.
Service manual attached.

Unplug set, press and hold (on set) volume-down and channel-down and hold them while pluging in the set Will come on with "k" on screen.
If it stays on, use your remote and arrow right then look for "fact init" and any other reset and turn them on. Arrow back up to "fact init" and hit enter.
Let set recycle to green and unplug/re-plug in 5 seconds. I see you already tried this, sometimes it takes a few tries.

Measurements seem off did you start on far right leg?? is this your board? see Q7120? it's on the heatsink right by the connector. https://www.shopjimmy.com/sharp-runt...-led-board.htm

Test connector PD from mainboard to powerboard on powerboard side with all boards hooked up, test with tv plugged in but off then hit power, report both conditions here, give pin number, pin description/name and condition both off and when you hit power on.

I check the Q1720...what i know or think is that 13.32v it should be 12v not 13.32. When i plug the tv led ligth stays lit like tv is on with the main board on the green ligth on main stays lit too...for several secs shutsoff and it start to 3 blinks 1 short

13V is the input Voltage feeding that switched 12V LDO regulator, it will not have 12V output until the PNL_PWR control signal (>2VDC) from main board is present to turn on that switched regulator.
Right now you need to provide the Voltage readings of the PD connector as suggested, also read the service manual regarding to the error codes.
You should also provide good clear pictures of the whole backside of the TV showing all the boards.

I change the power board still doing same thing my only thogth is the main board

After a while trying to hard reset with buttons it came on the image show small green lines all over......

Don't know if it will work but you could try to update the firmware thru usb if fat 32 don't work try fat 16 format.

That image looks like either BGA failure (the solder balls under the processor) or a RAM error.
